Get some decent boots (+5+6), then you have +10% or higher movement speed. Go item mall, buy 'wind chaser boots' +30% movement speed. Quest you can gain it from : Level 16-18 kill white oath. You need to read some scroll before talking to Garrisons chief again. And those boots are non-trade able so make the character to farm them on the same account as the character which you want to use them.
